Apparently, there is no link in the settings page to this url in SharePoint.
With this, you can customise a site, and then save it as a template for future use. This serves as an alternative to using the stsadm backup and restore command.

When you enable the publishing feature this options will go away. You can, as you have noticed, atill access the Application Page. The saved site will however be broken in some places (e.g. exisitng Pages will have somewhat broken Page Layouts attached). It is therefore _not_ supported to access the URL you provide if you can not see it in the Site Settings menu.
